Why can’t I use the 13-0630 TN, 16-0163 TSX, and 13-0663 TSX colors on Illustrator® or InDesign®?

Pantone 13-0630 TN, 16-0163 TSX, and 13-0663 TSX colors have L* values higher than 100 which is currently not supported by Illustrator® or InDesign®.
